csky: CPU-hotplug supported for SMP
This is a simple implement of CPU-hotplug for power saving. CPU use wait instruction to enter power saving mode and waiting for IPI wakeup signal. Signed-off-by: Guo Ren <ren_guo@c-sky.com>
