Subject: isystem: trim/fixup stdarg.h and other headers

Delete/fixup few includes in anticipation of global -isystem compile
option removal.

Note: crypto/aegis128-neon-inner.c keeps <stddef.h> due to redefinition
of uintptr_t error (one definition comes from <stddef.h>, another from
<linux/types.h>).

Subject: sparc: move the install rule to arch/sparc/Makefile

Currently, the install target in arch/sparc/Makefile descends into
arch/sparc/boot/Makefile to invoke the shell script, but there is no
good reason to do so.

arch/sparc/Makefile can run the shell script directly.
