phosphor-settings-manager: add `inherit pkgconfig`
The latest Yocto doesn't give us "pkgconfig" for free in many cases.
This repository uses 'PKG_CHECK_MODULES', which relies on pkgconfig.
Add the inherit so that it is available in the configure step.
