wspoon: Revert fan watchdog timeout
An increase to the fan watchdog timeout was done to mediate a BMC performmance issue, which has now been resolved, so reducing the fan watchdog timeout. The timeout should be set to 5 seconds (instead of originally 3 seconds) to functionally align with the 5 second timer that fan control uses in adjusting fan speeds.
