Introduce new phosphor-tiny distro feature
This will be used by recipes to minimize the debug objects
installed into the flash image.
See the poky-tiny wiki for reference:
https://wiki.yoctoproject.org/wiki/Poky-Tiny
Future commits will utilize this new distro feature to
minimize flash image size.
Tested: Verified it built.
