meta-google: Add google-usb-network recipe
Add recipe for bringing up USB ECM network devices.
The recipe generates
* network configuration file for the interface;
* systemd service that starts(stops) the USB Gadget
The ECM gadget, as well as the network interface are expected
to be fully configured in the bbappend file.
