Dbus sensor interface 'xyz.openbmc_project.Sensor.Value' migrated
from int to double. Therefore all old 'int64_t' types in
"*-ipmi-sensor*.yaml" files for this interface should be changed to
'double'.

Chasing an intermittent os-release build failure via
openbmc/openbmc#3720. Not clear if this fix will resolve
that issue but there does not appear to be any reason to
run the logic in the bbappend outside of the do_compile
step since that is the only place the OS_RELEASE_FIELDS
are utilized by the base recipe.

At a high level, the purpose of this feature was to utilize the BMC
hardware watchdogs to switch the BMC boot flash when certain errors were
hit which were preventing the BMC from booting.
At a high level, this worked but some critical issues were found with
this:
- No failure data is gathered to understand why the boot flash was
switched
- No event or error is logged to notify the user of the system that the
boot flash has switched
- At times, switching sides didn't help because the BMC network
information was not properly copied to the other boot flash which
caused even more confusion for the user
Give the above, this patch proposes a reset on this logic until we can
come back and address the above issues and get this working end to end.

IBM has a use case where boots of a system can be done utilizing a debug
tool called istep. This tool does not utilize the normal systemd targets
to boot the system, but instead launches each individual step required
to boot the system. This allows fine grained control of the boot and the
ability to easily debug issues.
When booting a system using this tool, it is required that the automated
reboot policy be off. The issue is that istep can easily set AutoReboot
to false when it is used, but there is no way for it to know when to reset
it to true (i.e. when the user is done).
AutoReboot is a user setting and is something that must stay persistent
based on the users selection. It should not be moved back and forth by
software based on different debug modes.
The solution proposed here is to make a one-time AutoReboot property.
Boot debug tools like istep can utilize this temporary property and be
confident it will be reset whenever the user powers down their system or
stops their host.
Software will first look at this new one-time reboot property. If false
then auto reboots will be disabled. If the temporary reboot property is
true then software will look at the user-based AutoReboot property for
direction.
This new property will have no impact to existing software unless it
gets set and something looks at it. The thought is this could be useful
to more then IBM, so proposing it initially in meta-phosphor.

If these are needed, they really should be done within the meta-aspeed
layer. This was originally done to allow the BMC hardware watchdogs
to control the reboot of the BMC in error scenarios vs. the kernel auto
rebooting itself. This is causing issues on AST2600 hardware because the
watchdogs are not setup correctly. Kernel panics result in the BMC
becoming unusable and not rebooting, requiring a manual power cycle.
The goal with letting the hardware watchdogs control the reboot was that
fancy things like flash side switches could be performed for recovery
scenarios. However the end to end software stack for this was never fully
implemented so if a flash side switch did occur, there would be no
notice to the user of the system, and in most cases the BMC was still
inoperable because the network settings were missing.
For now, we should just go back to the defaults built into the
meta-aspeed layer which is to panic on oops and have the kernel
immediately reboot the BMC when a panic occurs.
Once we iron out the watchdog usage, we can look into changing these
back in the meta-aspeed layer if needed.

which means that they're not added back for our arm variant.

Telemetry service is used as middleware between Redfish Telemetry
Service and dbus sensors. Redfish Telemetry Service is implemented
in bmcweb.
Tested:
- Added telemetry.service to romulus image
- Telemetry service starts with success in QEMU using romulus

which means that they're not added back for our arm variant.

gpio presence service startup had the following issue:
https://gerrit.openbmc-project.xyz/c/openbmc/meta-quanta/+/37359
This may cause gpio present status to be misjudged leading to
wrong actions, thus add return code check to prevent them.
Also, remove unused present messages
