The next release of Yocto is soon and most of the upstream

Added flag to store machine info for including and compiling BIC files for
yosemitev2 alone if machine or platform as yosemitev2 in fb-ipmi-oem
cmake file.
TESTED : Built Facebook YosemiteV2 images and loaded on
the target hardware. We are able to see BIC releated files included
for compilation, BIC request and response sent successfully.

This officially enables the pldm soft off service on systems which
choose to install the pldm package.
Tested:
- Confirmed that with all "softoff" Topic patches that a Rainier system
correctly waited for the host to power down before turning off
chassis power.

The flow of synchronization targets during a obmc-host-stop@.target is
the following:
obmc-host-stop-pre -> obmc-host-stopping -> obmc-host-stopped
The obmc-host-stop-pre is where we notify the host that a shutdown is
occurring and allow it to gracefully shut itself down. This is where
xyz.openbmc_project.Ipmi.Internal.SoftPowerOff.service should run.

OpenBMC has two implementations of the soft off function. This function
is utilized to tell the host to shutdown gracefully and for the BMC to
wait for that shutdown.
The implementation used depends on the interface being used to talk
with the host. There is the IPMI based interface and the new PLDM based
interface.
In theory, only one of these interfaces should be used to talk with the
host on a system. In reality there are some systems such as rainier
which are in the process of switching from IPMI to PLDM. In this case
both services for soft off are installed into the image.
Since this co-existence of both packages on a single system is a
temporary situation, put a simple change in which ensures the IPMI soft
off service does not run if the PLDM one is present. The assumption here
is that if the newer PLDM based package is installed, the system owner
prefers the PLDM soft off service be utilized.

Temperature values are presented as floats on Dbus
and therefore don't need any 'scale' coefficients.
Fan sensors on the other side have great values (0-10000)
and therefore need M=40 (40*256=10240).

from int to double. Therefore all old 'int64_t' types in
"*-ipmi-sensor.yaml" files for this interface should be changed to
'double'.

Enable system power reset in x86-power-control with setting
CHASSIS_SYSTEM_RESET compile flag.
Tested: Verified this by checking the system reset interface

openbmc/openbmc#3720 tracks the issue we've been having with the latest
poky update. For now we're going to have to revert it which means we
need to go back to handling the older boost.
Lets revert this so we go back to not minimizing our boost library which
will cause a bit larger library in flash but allow us to support both
the old and new boost packaging.
