The change causes a compilation error when building the swift machine,
reverting until a fix is submitted.
Tested: Built swift successfully.

This reverts commit b2c81a4dbdb409e1fae7fdefda99adb97f40d912.
With changes made to the default rsyslog.conf, rsyslog
discards all messages. This prevents the scenario where
systemd would try to launch rsyslog on socket activation,
causing slowness during boot.

as it's better practice to use bitbake variables instead of hard-coding

The service phosphor-cooling-type is required by multi-user.target and
thus will be started by default. In case multi-user.target is started
for multiple times, this service will be startd for multiple times as
well, and eventually get start-limit-hit failure.
This commit adds RemainAfterExit=true so the service will be treated as
started and thus will not be started for multiple times.
Resolves openbmc/openbmc#3544
Tested: Reboot Romulus BMC when the host is on, and verify the BMC gets
READY state after reboot.

Use new memGoodError() function to analyze MEM_GOOD0 and MEM_GOOD1
faults for isolation. Add GPIOAnalysis sections to the YAML file to use
the two PCA9539 devices that will be used to isolate and make the
appropriate call outs.

There exists a number native class recipes throughout meta-phosphor
that simply provide a data (often YAML) file as input to building
another application.
Having these data file recipes implemented as native class recipes
prevents the use of machine overrides because bitbake (rightfully so)
discards machine qualifiers from native recipes. Further, data files
aren't really any different than library header files and those are
consumed by recipes as target class recipes that are DEPENDed on. Do
the same thing for data file recipes.

The ipmi configs were using .bbappends to override the default ones.
There was a change in OpenBMC about overriding variable assignments,
that causes the .bbappends not working anymore due to they are native.
This commit fixes the issue, by adding romulus specific configs to
replace the default ones.
Tested: Verify the ipmi sensor, fru are correct on Romulus.

In the near future meta-phosphor will switch phosphor-inventory-manager
over to target class configuration recipes in place of native class
configuration recipes. Configuration recipes populate the
/usr/share/phosphor-inventory filesystem with the YAML configuration
that the phosphor-inventory-manager build process expects.
Those are preferable to native class config recipes because native
recipes cannot be overridden based on MACHINE.
Add a target class recipe for inventory-cleanup so meta-ibm is ready
when meta-phosphor makes the cut-over.

This commit adds the xyz.openbmc_project.inventory.Item.Accelerator
interface to GPU inventory items. This is needed so that the inventory
DBUS objects can be queried based on the interface they implement
(using the mapper).
Changes made to merge_yamls script to support interfaces that contain
no properties. This will need a corresponding change in the
phosphor-host-ipmi repo to support empty DBUS interfaces.

Verified that the merged YAML file containing sensor config information
has now an empty interface xyz.openbmc_project.Inventory.Item.Accelerator

Fix the quanta layer to be named "quanta-layer" to conform to
expectations. Also add missing boilerplate code to add recipes from
this layer. There are currently no recipes in this layer outside of
within a machine specification, but the change will prevent future bugs.
