meson had a bug where they started looking for static boost libraries
first vs. the default behavior of looking at shared libraries first.
This caused issues because some projects assume the shared libraries
first which automatically add in other shared library dependencies.
Static libraries do not have the default behavior so projects that use
boost start failing to compile with undefined references to other boost
libraries.
The patch was initially put into the meta-phosphor layer as a bbappend
but it really should be a backport from oe-core upstream.
This commit backports the upstream fix and removes the meta-phosphor
patch.

Nicole does not require the LDAP support as the end users will never get
direct access to it.
This completely removes the LDAP support from the Nicole's build.

systemd recommends a wants vs. requires relationship so this is a small
step in that direction for OpenBMC.
This also alleviates a common pain point in bringup where FSI is not
working properly or a FSI device is not present in the system. With a
requires relationship, the chassis poweron target fails. What a user
really wants is for the power on to still succeed.
Other firmware, which requires FSI, will detect issues during the host
boot and take proper actions.
Tested:
Injected fail into fsi-scan service and verified with this change that
chassis power on still succeeded.
