Yocto has a built-in class for applying compiler security flags to
builds. Some security concious projects within OpenBMC set these flags
manually. We should do this project wide, given that it has a
negligible performance impact, and brings us in line with modern
security requirements.
There are some whitepapers on the specifics of what these flags do,
which is a much better documentation than I am able to write here, but
the key takeaways are that this:
1. Enables position independent code.
2. Enables FORTIFY_SOURCE level 2.
3. Enables -wformat and -wformat-security
4. Enables strong stack protection.
None of these flags should have any change in functional behavior.

croserver/eCMD doesn't currently compile with these flags, so it's
explicitly excluded for the moment. Patchset has been merged against
eCMD master to fix this, but we're so far behind, the bump doesn't build
obmc-libobmc-intf has an error that I can't quite understand yet about
unused results, which shouldn't have been effected by this, yet it seems
to be related to enabling the security hardening, so it is also excluded
from the security flags for the moment.
libpldm includes an IBM OEM command that relies on undefined behavior with
open() the proposed fix is here, but libpldm is excluded until that is
merged and bumped.

Even with those three exceptions, getting a majority of the security flags
enabled on a majority of the repos should be an overall win.

I've been utilizing my gerrit admin abilities to merge autobumps and
backup Brad in meta-phosphor. The OWNERS plugin disabled this
path for me. My intention is to keep with this same workflow. I'll merge
autobumps and backup Brad as needed.

The phosphor-deploy-ssh-keys.bbclass was intended to be an optional
method to add additional SSH keys into a test image, but the way it
was implemented the class is always creating warnings like:
WARNING: obmc-phosphor-image-1.0-r0 do_image: Trying to deploy SSH keys
but input variable is empty (SSH_KEYS)
Remove the inherit in the phosphor-image. If a user wants this feature
they can edit their `conf/local.conf` to add:
INHERIT += "phosphor-deploy-ssh-keys"
They are likely doing something similar anyhow with the SSH_KEYS
variable (adding it to the conf/local.conf).

the meta-intel renaming and the OWNERS file checkin went in in to master
in a different order than I intended, so the OWNERS file ended up in the
wrong folder, an empty meta-intel.
This commit moves meta-intel into meta-intel-openbmc, which is what was
intended.

Devicetree patch is no longer needed as all the changes are now merged
upstream and will be by default in the next kernel release.
As to the current OpenBMC kernel release, all the changes were backported
and therefore the devicetree patch is no needed here too.

meta-intel conflicts with the upstream yocto meta layer of the same
name. This commit renames meta-intel to meta-intel-openbmc and updates
all the relevant bblayers files with the new name.
This is to pave the way for allowing the yocto meta-intel in the tree,
which would allow the use of generic-x86 machine type, which would allow
building and running tests natively.

The gerrit owners plugin allows much more tight grained control over
what files in a repository require which approvals. This would allow
OpenBMC to use the primary openbmc/openbmc repository for most recipe,
distro, and conf file submissions, relying on the owners plugin to gate
code checked into meta layers for which they were not allowed.
At this time, this file only has the effect of automatically adding
owners to gerrit reviews. It requires a separate config change to the
rules.pl and project.config to start obeying these for the submissions.
My intention with this commit is to first populate the OWNERS files into
the subtreed meta-* directories. After that the autobump scripts will
push the new changes into the main tree, and we will end up with
openbmc/openbmc that now posesses OWNERS files for all the meta layers.
Once that is in place, we can then enable the owners plugin on
openbmc/openbmc. If it has any unintended impact, we can always roll it
back, and go back to the owners plugin being non-enforcing.
This commit includes the root OWNERS commit.
Open questions that I suspect we can answer later and as we have more
experience with this.
1. Should we set inherited to true in all cases, some cases, or never?
Inherited means that directories above the one specified inherit the
privileges above it, ie, the sub OWNER can merge anything in the tree
below it. I suspect this will need to be a case by case basis.
2. Is there a way to specify a special OWNERS file for meta layers that
we don't own (meta-oe and others) that provides messages back to the
submitter automatically that they should submit their changes directly
to upstream? For the moment, the permissions just roll up to the root,
and require the root maintainer to comment directly, but it seems likely
we could automate this.

As examples of both positive (should be allowed to merge) and negative
(shouldn't be allowed to merge) tests. In both cases, they act as
expected, where even if the negative commit is +2 code review and +1
verified, it will not be allowed to merge until the owner +2s it.

Since the webui-vue repo has become a web standard, enabled webui-vue
repo and removed phosphor-webui repo.
Tested: built fp5280g2 and login to the web successfully.

Since inspur/fp5280g2 machine built requires `xyz/openbmc_project`,
`org/open_power` and `com/ibm`.
1. `xyz / openbmc_project` is built by default in
phosphor-dbus-interfaces repo.
2. `org/open_power` has been added to
`meta-openpower/conf/distro/include/openpower-distrovars.inc`.
3. Need to add the `com/ibm` to OBMC_ORG_YAML_SUBDIRS in the inspur
layer and require it in fp5280g2.conf.
Tested: Built fp5280g2 and ran successfully.

Since the fan hwmon sysfs path may change, if the hwmon path of config
json is already replaced by fan-table-init.sh, it would never change
in rw partition. Add config-sku.json to make sure the correct fan hwmon
sysfs path is replaced
