The distro feature phosphor-isolation is added into openbmc-openpower
distro feature and becomes common for all openpower machines.
So remove them from meta-witherspoon and meta-romulus.
This shall be merged after the commit of adding phosphor-isolation in
openbmc-openpower is merged.
Tested: Verify the Romulus build picks phosphor-isolation distro feature

Palmetto is going to enable phosphor-isolation, which requires to use
mbox for PNOR access instead of directly mapping on LPC to PNOR.
Tested: With Palmetto's [dts fix][1] and a PNOR build that enables
[PNORDD_IS_IPMI][2], verify Palmetto boots host successfully.

Add phosphor-isolation in meta-openpower, so all openpower machines
enable this feature.
Tested: Build Palmetto with mboxd and verify it boots host successfully.

Don't enable the remote-logging image feature by default. This avoids
https://github.com/openbmc/phosphor-logging/issues/19, which prevents
OpenBMC from advancing its upstream subtrees (like poky,
meta-openembedded ...).

It is undesirable to have a service restart continually forever if it
gets stuck in a failure loop. This workaround was added due to
"RestartUnit" being ignored if the rsyslog unit had already failed. A
fix to the "RestartUnit" logic has been added, so that the StartLimit is
reset after a configuration change but before calling "RestartUnit".
This will ensure restarts are reliable after configuration change, but
we don't have rsyslog trying to restart indefinitely.
