Add the google-ipmi-sys package to the obmc-phosphor-image
so that it is installed when this layer is included.

Drop unused dependencies and add proper LICENSE line.
Renamed the recipe to follow git revisioned recipe style guidelines.

meta-google: Add the google-ipmi-sys package. This package handles a
series of OEM IPMI commands we expect to exist to provide information to
the host software infrastructure.
Tested: Verified the daemon and systemd target are installed when added
to the obmc-phosphor-image.

meta-google: provides a set of recipes for Google daemons shared with
OpenBMC as well as any recipe modifications Google needs for working
with OpenBMC.
