u-boot-aspeed: Move to v00.04.09 SDK
This moves to the latest ASPEED SDK release. In addition we have
backports of gpio-hog support added, in order to implement a feature for
the Rainier system.
The old branch is archived as archive/v2019.04-aspeed-openbmc-4.
