-Subject: [PATCH] ASN.1: Validate DigestAlgorithmIdentifier parameters

-The supported hash algorithms do not use AlgorithmIdentifier parameters.
-However, there are implementations that include NULL parameters in
-addition to ones that omit the parameters. Previous implementation did
