When using PSM, phosphor-fan is not responsible for installing
some of the target files and bitbake fails with two packages
installing the same files. Add some detection as a quick workaround
so that Greatlakes can successfully build.

These srcrev bumps have some cross-repo compatbility requirements
(hwmontempsensor took over some device management functionality from
entity-manager), so let's do them both in a single commit to avoid a
window of breakage with one updated but not the other.

The nic-ethtool option was removed from phosphor-network, so we also
need to remove the PACKAGECONFIG option to build the phosphor-network
bump.
Tested:
Confirmed that the latest phosphor-network builds successfully.

OpenSSL has a HIGH vulnerability that OpenBMC should fix as quickly as
possible. This same update has been submitted to meta-oe[1]. Backport
to OpenBMC until the subtree update catches up.

Modify the state_hook to dynamically select a unused port.
fixes openbmc/openbmc#3814
Tested:
1.Login BMC WEB;
2.Go to 'KVM page', the KVM is working OK;
3.Click on 'Open in new tab' to make sure another KVM session is opened;
4.Go to "Virtual media" page, click "Add file", choose an ISO file, and click "Start",verify no error output.

Introduce mdio-tools package to replace mdio-util script.
This commit relies on the linux kernel patch below.
