Disable host watchdog because host on bletchley does not support IPMI.

recovery mode only can be triggered when host status is Off
fix the wrong host power status checking when recovery mode triggered

As mtjade uses the newer u-boot tree based on v2019.04, the
phosphor-isolation distro feature does not do anything.
The backdoors closed by the distro feature are now closed by default, so
no opt-in is required.

The bbappend was previously defining a PACKAGECONFIG but that
PACKAGECONFIG was already defined in the base recipe. I suspect
the intention was to _enable_ the existing PACKAGECONFIG. Adjust
accordingly.

This is required for routing to work correctly between the impersonated
node and the BMC. We still respond to neighbor solicits for the
impersonated node but our routing is fixed.

This is a version of the CVE-2019-6260 "pantsdown" mitigations for the
v2019.04 u-boot branch. The SuperIO and debug UART backdoors can be
optionally enabled through u-boot build time configuration, but default
to disabled as long as your machine uses the common board_init.
These changes are relevant for the AST2400 and the AST2500 only.

The previous wait call was unable to monitor the process since it didn't
start as a child of the term script. Instead, we just need to poll proc
until the process has completed as this information is accessible.

When searching the tree for 'gmbc', I was surprised to find we had no

The phosphor-host-postd uses GPIO lines to display the IPMB
based multi-host post code. Hence, add the libgpiod to the
phosphor-host-postd repo.
Tested:
Included <gpiod.hpp> header file and phosphor-host-postd
builds successfully.
