Add the fsi-master file path to get the correct OCC information.
Tested: built successfully on fp5280g2 and get the corrent OCC information by
the D-Bus command.

This is wired as to do nothing on normal Witherspoons, so the code to do
so has questionable utility.
On Tacoma systems, the Witherspoon motherboard is reworked to allow the
BMC to control the reset. The control is provided as part of the FSI
driver in the kernel, so it should be removed from the userspace power
control tool.
Fixing this should resolve this message when doing poweron:
power_control.exe[250]: ERROR PowerControl: GPIO open error (gpio=BMC_CP0_RESET_N,rc=2)
The GPIO device can't be opened as the kernel has control of it.

Build the u-boot and the SPL binary. The image_types_phosphor.bbclass
keys off these configs to concatenate them together into a single
file which is used during code update to update the device where
the SPL+U-Boot reside.

The `bmcweb` by default has enabled the mutual TSL authentication
support. But this feature requires the
`phosphor-nslcd-authority-cert-config` installed. This package was
removed with LDAP support and as a result the `bmcweb` is crashing now.
Nicole does not require LDAP and TLS auth.
This commit disables the TLS auth in the `bmcweb` and fixes the issue.

now conflicted with those changes.

Since the `phosphor-dbus-interfaces` has switched to `meson` simply
adding a new YAML is not enough.
This commit appends a YAML file and few required changes in the meson
scripts to fix `xyz.openbmc_project.Control.Boot.Mailbox` interface
building.

VBAT is measured in millivolts but should be shown in volts.
This commit fixes the gain parameter.

This service needs to be run in both the obmc-chassis-poweron target and
obmc-host-startmin target. This is so support is there for FSI
operations with just a "obmcutil chassison" as well as supporting the
warm reboot path where a chassison is not executed. The service will
only run once during a normal boot due to the way the service is
configured.
Similar to the CFAM reset, the FSI scan service should also not be run
on memory preserving reboots.

AUX Revision info was always taken from the dev_id.json
file if it exists, overriding the value calculated from the
active firmware version string. Also, when AUX info was
calculated, it only properly parsed the dirtyness of the
build.
With this commit the AUX info calculation will properly parse
the git hash part and will include it as higher 3 bytes of
the AUX info. For officially released versions the lower byte
will be zero.
For development versions, bits [7:1] of the fourth byte will
all be 1 as an indicator of non-release branch. For unofficial builds
from release branches those bits will contain a number from
1 to 126 indicating a patch level since the release tag.
In any case the bit 0 of byte 4 is a dirtyness indicator.
If the sources used to build the firmware were modified compared
to the git hash, this bit will be 1.
WARNING: For the AUX decoding from version string to work
properly, the dev_id.json file must NOT contain
the `aux` property.
