Fix ampere-mac-update and ampere-gpio-handling starts failure,
including:
- Update ampere_update_mac.sh to recheck if the first MAC Address
reading fail. Also fix incorrect checking if setting new MAC Address
success or not.
- Fix typo in SCP failover service.
Tested:
1. Check if the ampere_update_mac.service starts succesfully.
2. Check if no error report from iS0_scp_auth_failure

u-boot 2016.07 does not work well with 64MB SPI-NOR layout, which has
the following issues:
- Incorrect environment variable configuration which makes fail to boot
to kernel and has fw_setenv/fw_getenv commands not work.
- Even update the patch in meta-phosphor to fix above issue, still has
issue with setting environment variable in Linux which makes factory
reset failure each 2 times.
This commit changes to use u-boot 2019.04 to fix above issue.
Tested:
1. Do factory reset and check if the BMC can boot to kernel.
2. Trigger factory reset via Redfish multiple times (6 times) and verify
if the factory reset action can be executed at all times.

In general, software such as openssl calculates digest(big endian) of input data and uses big-endian digest to sign for RSA signature creation.
However, AST2600 A1 only supports little endian. In other words, AST2600 A1 crypto hardware engine digest output is “little endian”.
That is why our SOCSEC tool reverse signature and digest to match the AST2600 A1 crypto engine design(little endian).
AST2600 A3 changed the design to support big endian. ASPEED recommends using big endian to remain compatible with general software tool design
and therefore SOCSEC tool does not need to reverse digest and signature.
Default to big endian for OpenBMC platforms as A3 is production silicon, and earlier revisions are not well supported.

This makes the v2019.04-aspeed-openbmc branch the default for all aspeed
machines.
Existing machines have all modified their u-boot package to use the
older branch, so this patch should result in no change.

motor-ctrl recipe was reported to periodically fail with:
ERROR: When reparsing motor-ctrl_0.1.bb:do_fetch, the basehash value
changed from AAA to BBB. The metadata is not deterministic and this
needs to be fixed.
There was inconsistencies in the way the SYSTEMD services were defined
and some of them appeared to not instantiate templates correctly.
Clean them all up to match.
Also perform trivial alphabetic sorting of some other variables.

To support the watchdog application being able to restart after expiring
the watchdog (by being killed) multiple times per BMC reboot, a manual
magic close must be issued by writing a 'V' into the watchdog device
before starting the watchdog. Without that, the underlying hardware
watchdog wouldn't actually start running when the watchdog app was
started again, such as on the next boot.
Most watchdogs simply reboot the system upon expiration, but in this
case it's being used to trip a GPIO that the fan hardware latches on to
go to full speed so must support being restarted multiple times.
The busybox watchdog application used to support this, but it was
removed since it apparently caused some undesireable print statements
from the kernel on other platforms.
An alternative may be to fix this in the ASPEED watchdog driver, though
I'm not sure what all that would entail or if it even makes sense.
Tested: Expire and start the watchdog multiple times and the fans now go
to full speed each time the watchdog expires, unlike before.

The JSON based fan control and monitor applications previously had a
'requires' dependency for the chassis power on target. This means that
if they were to die with power on (and have the restarts all fail) that
target would fail and the system would power off. This occurs even at
steady state host runtime.
This isn't necessary though, so change the dependency to 'wants' instead
of 'requires' so it doesn't happen.

The initrd needs to be able to pet the watchdog prior to starting an
update. If this doesn't happen, we may trip the watchdog before writing
out the entire update payload.

The obmc-console recipe changes from
https://gerrit.openbmc-project.xyz/c/openbmc/openbmc/+/49336
add support for multiple port configurations. Therefore, the configs
do not need to occur in the bbappend.
Removed the additional configuration steps to configure multiple
ports and used OBMC_CONSOLE_TTYS override instead.

Chassis dependencies (obmc-control-chassis, obmc-op-control-power,
obmc-host-failure-reboots) have been deprecated, use
x86-power-control instead.
Flash dependencies (obmc-flash-bmc, obmc-mgr-download,
obmc-control-bmc) have been deprecated, use phosphor-software-manager
instead.
Tested: built on5263m5 successuflly.
