Description:
- Support sled power cycle
- Revise 12v power control and host power control
Design:
- Add sled power cycle action as chassis 0 by setting virtual i/o exp output port.
- Revise gpio setting and command parameter for 12v power control and host power control.

With rng-tools being removed by default, it should not be present in
any meta-google machine. Remove the configuration for it which would
be unused.

Since Linux 5.6, the entropy generation provided by rng-tools is now
in the kernel directly. Yocto has removed all dependencies on rng-tools
for packages that use to use it, such as ssh[1]. There isn't any reason
for us to explicitly include rng-tools any longer. Remove the feature
and package group that we had that included it.

The latest yocto has moved us close to our flash size limit so remove
some more image features, fru-ipmi and remote-logging-mgmt
Witherspoon HW CI continues to provide some useful regression testing
so we want to continue as long as possible.

The pldm.inc file is an artifact from when libpldm was split out into
a separate package but from the same code-repository as pldm. Now
that they are in separate repositories, we can combined the pldm.inc
content into the base pldm_git.bb recipe.

bmcweb is already added as a default in the meta-phosphor package
groups. A large number of machines have mistakenly also explicitly
added a RDEPEND on assorted package groups, which is not necessary.
Clean these up.

Earlier the 'astlpc-raw-kcs' PACKAGECONFIG option was used to populate
udev rules from the 'libmctp' repository to the system.
Now udev rules are dropped from the repo in favor of a KCS device path
argument provided via 'mctp' configuration file.
Correct recipe file and all the affected platforms to this new
approach.
