This moves OpenBMC to the latest SDK from Aspeed.
Note that a series of fixes were sent to Aspeed on top of the SDK
release to ensure the OpenBMC configuration continued to work. These
changes have been merged by Aspeed but do not appear in a SDK tag at
this stage. Also sent to Aspeed were some of the changes from the
OpenBMC branch.

Change the power-on dependency of the fan watch and fan watchdog reset
services to a wants instead of requires so the system isn't powered off
if they were to fail with power on.

The build option persist-mac was introduced in phosphor-network/609c12d
("Allow writing MAC address to networkd config file to be blocked").
This commit adds a PACKAGECONFIG for that option, and enables it by
default to keep current behavior.
Tested:
Build pass with both persist-mac PACKAGECONFIG enabled/disabled.

Installs the led-service to the newly added 'obmc-chassis-blackout@
.target'. When a system suffers from a power blackout the power-leds
may still be asserted to signify that they are on.
This change ensures that obmc-led-group-stop@power_on.service
is ran when a blackout is detected so that all led's are
de-asserted.
Tested:
- Confirmed that the service was installed to the target
root@p10bmc:/lib/systemd/system/obmc-chassis-blackout@0.target.wants# ls
obmc-led-group-stop@power_on.service
phosphor-reset-sensor-states@0.service
- Verified that obmc-led-group-start@power_on.service
was stopped when obmc-chassis-blackout@0.target is
hit.

For the moment, phosphor-webui is deprecated and unmaintained. The
replacement for it is webui-vue, which already has feature parity, and
many more features than its predecessor. Several calls have been made
asking if there is anyone still using phosphor-webui and would like to
maintain it into the future, but no such volunteer has stepped up.
Moving to webui-vue is the recommended option these days, and this
patchset is done under the assumption that these platforms would
actually like to move off the deprecated UI, and just don't have patches
to that effect. For the machine maintainers reading this, if you would
like to stay on phosphor-webui, please start that discussion here about
who would like to maintain it.
This commit ports the last few platforms over to webui-vue.

Change the dependency that the fan presence application has on the power
on target to a wants instead of requires so it doesn't power off the
system if it were to go into a failed state with power on.

Default was initially set to represent seconds. The interface
documentation says that the value is representative of microseconds
,as well as, the corresponding code in phosphor-state-manager.

The default configuration of the VRM that supplies the VDDCR_CPU supply
rail (ISL96147) provides a voltage that's significantly too high; we
need to twiddle some magic bits in a specific register to bring it into
spec (no public documentation of this particular VRM is available as far
as I've been able to find, unfortunately).

Facebook systems should default to "Restore" for RestorePolicy.
This will ensure a system is automatically restored to the last
state prior to the power loss.
Tested: Built Facebook image and verified generated source file
had correct default in it.

This test doesn't compile when I build the Romulus BMC. It's a
convention that we disable test in Yocto builds.
Tested: Yocto builds Romulus fine.
