Configure U-Boot for p10bmc machines to enable the "AST2600 IBM" board
and disable conflicting options.
Follow the pattern used by the Qualcomm layer of putting the snippet in
files, which has the added bonus of saving a level of directory nesting.

The targets are within the phosphor-state-manager repository so the
relationship between them should be defined within the corresponding
recipe.
Adding these to phosphor-state-manager also allows us to remove the
duplicate logic in the bletchley layer.

This power control implementation is not specific to openpower systems
(as seen by the variety of systems including it) so rename it to
something more appropriate.
This is using code from skeleton which is not ideal but that's a change
for another day.

Move the generic services which are used to power on and off the chassis
into phosphor-state-manager. This will make the use of
phosphor-state-manager for chassis power control more straightforward.

Add script to bind smpro driver when the Host is available but it is not
bound before. This helps applications that use smpro driver works.
Tested:
1. Do A/C the system.
2. Turn ON the Host
3. Check if smpro nodes are available
# ls /sys/bus/i2c/drivers/smpro-core/

This is an Open19 power shelf with two AST1250 BMCs in a redundant
active/active configuration. It's not a server and hence has no host to
manage, and so omits many standard BMC services such as host power
control, serial console, and KVM support. Its primary purpose is to
manage and monitor the six PSUs and 50 efuses (12VDC power outputs) the
AHE-50DC uses to provide power to Open19 bricks and switches.

For Bletchley, the flash is not embedded on the Chassis Controller
Board (CCB), and the phosphor-network is only sync MAC address on first
boot by default, the BMC may use the wrong MAC address after replacing
the CCB.
Enable the force-sync-mac option to ensure that the BMC loads the
correct MAC address from the CCB on every boot.

The latest Yocto adds udev to the USERADD_PACKAGES set, which
causes it to have a RDEPENDS on "shadow". We explicitly remove
shadow from our initramfs due to not wanting the size of it and
all the corresponding PAM modules. Having it set breaks p10bmc
where we pull a udev-requiring script into the initramfs.
The only reason udev is currently in the USERADD_PACKAGES is due
to a need for a specific udev rule related to graphics adding a
`render` group. Since this isn't applicable to the BMC, I'm
removing udev from the USERADD_PACKAGES for us.

When making the change required by Yocto to move configs into
template subdirectories, the setup script wasn't updated in a
way to handle the appropriate fix-up of the MACHINE variable
in the `conf/local.conf`.

This adds a flag to the interface based on the presence of the NCSI
state machine. Non-NCSI connections will not impersonate the CN to avoid
breaking flat network topologies where the BMC and CN share an ethernet
channel.
Tested: On a machine without an NCSI stack to verify the impersonation
record is not present. Also on a machine with NCSI to prove that
impersonation is still working.

Handle Altra Boot Progress reported from SCP regiter map by the use of
smpro-misc driver.
Tested: check boot progress is updated in Redfish for:
1. Reboot Host.
2. IPMI chassis power reset
3. IPMI chassis power cycle
4. IPMI chassis power off, then on
5. WebUI Orderly – OS shuts down, then server reboots
6. WebUI Immediate – Server reboots without OS shutting down

The meta-ampere/meta-jade folder contains features for Mt.Jade platform
which might support various chassis. Having :mtjade is redundant and
will limit features to work only with "standard mtjade".
This commit removes this string so that additional MACHINEs based on
Mt.Jade can work.
