cfq-iosched: temporarily boost queue priority for idle classes
If we're queuing REQ_PRIO IO and the task is running at an idle IO class, then temporarily boost the priority. This prevents livelocks due to priority inversion, when a low priority task is holding file system resources while attempting to do IO. An example of that is shown below. An ioniced idle task is holding the directory mutex, while a normal priority task is trying to do a directory lookup.
