Docs: Add "Gather info" section to REPORTING-BUGS.
Add a sub-heading, and emphasize reproducibility. Suggest taking a picture of the oops message. (Did no one have cameras in 2006?) Signed-off-by: Sarah Sharp <sarah.a.sharp@linux.intel.com>
