Bluetooth: btusb: Set HCI_QUIRK_BROKEN_ENHANCED_SETUP_SYNC_CONN for QCA
This sets HCI_QUIRK_BROKEN_ENHANCED_SETUP_SYNC_CONN for QCA controllers since SCO appear to not work when using HCI_OP_ENHANCED_SETUP_SYNC_CONN.
