ubifs: Code cleanup by removing ifdef macro surrounding
Define ubifs_listxattr and ubifs_xattr_handlers to NULL
when CONFIG_UBIFS_FS_XATTR is not enabled, then we can
remove many ugly ifdef macros in the code.
