	Use proper ReST syntax for chapters. Add more information to enhance standardization in the file and to make the rendering more homogeneous. Add a SPDX identifier. 	Rename the block documentation files to ReST, add an index for them and adjust in order to produce a nice html output via the Sphinx build system.
