active_work is a work that iterates over all
possible SF devices which their SF port
representors are located on different function,
and in case SF is in active state, probes it.
Currently, the active_work in active_wq is
synced with mlx5_vhca_events_work via table_lock
and this lock causing a bottleneck in performance.
To remove table_lock, redesign active_wq logic
so that it now pushes active_work per SF to
mlx5_vhca_events_workqueues. Since the latter
workqueues are ordered, active_work and
mlx5_vhca_events_work with same index will be
pushed into same workqueue, thus it completely
eliminates the need for a lock.

At present, mlx5 driver have a general purpose
event handler which not only handles vhca event
but also many other events. This incurs a huge
bottleneck because the event handler is
implemented by single threaded workqueue and all
events are forced to be handled in serial manner
even though application tries to create multiple
SFs simultaneously.
Introduce a dedicated vhca event handler which
manages SFs parallel creation.

table->max_sfs is initialized in mlx5_sf_dev_table_create() and only
used to check for 0 in mlx5_sf_dev_add(). mlx5_sf_dev_add() is called
either from mlx5_sf_dev_state_change_handler() or
mlx5_sf_dev_add_active_work(). Both ensure max SF count is not 0,
using mlx5_sf_max_functions() helper before calling mlx5_sf_dev_add().

In case user wants to configure the SFs, for example: to use only vdpa
functionality, he needs to fully probe a SF, configure what he wants,
and afterward reload the SF.
In order to save the time of the reload, local SFs will probe without
any auxiliary sub-device, so that the SFs can be configured prior to
its full probe.
The defaults of the enable_* devlink params of these SFs are set to
false.
Usage example:
Create SF:
$ devlink port add pci/0000:08:00.0 flavour pcisf pfnum 0 sfnum 11
$ devlink port function set pci/0000:08:00.0/32768 \
hw_addr 00:00:00:00:00:11 state active
Enable ETH auxiliary device:
$ devlink dev param set auxiliary/mlx5_core.sf.1 \
name enable_eth value true cmode driverinit
Now, in order to fully probe the SF, use devlink reload:
$ devlink dev reload auxiliary/mlx5_core.sf.1
At this point the user have SF devlink instance with auxiliary device
for the Ethernet functionality only.

Commit a0c76345e3d3 ("devlink: disallow reload operation during device
cleanup") added devlink_reload_{enable,disable}() APIs to prevent reload
operation from racing with device probe/dismantle.
After recent changes to move devlink_register() to the end of device
probe and devlink_unregister() to the beginning of device dismantle,
these races can no longer happen. Reload operations will be denied if
the devlink instance is unregistered and devlink_unregister() will block
until all in-flight operations are done.
Therefore, remove these devlink_reload_{enable,disable}() APIs.

The change of devlink_alloc() to accept device makes sure that device
is fully initialized and device_register() does nothing except allowing
users to use that devlink instance.
Such change ensures that no user input will be usable till that point and
it eliminates the need to worry about internal locking as long as devlink_register
is called last since all accesses to the devlink are during initialization.
This change fixes the following lockdep warning.

All kernel devlink implementations call to devlink_alloc() during
initialization routine for specific device which is used later as
a parent device for devlink_register().
Such late device assignment causes to the situation which requires us to
call to device_register() before setting other parameters, but that call
opens devlink to the world and makes accessible for the netlink users.
Any attempt to move devlink_register() to be the last call generates the
following error due to access to the devlink->dev pointer.
[ 8.758862] devlink_nl_param_fill+0x2e8/0xe50
[ 8.760305] devlink_param_notify+0x6d/0x180
[ 8.760435] __devlink_params_register+0x2f1/0x670
[ 8.760558] devlink_params_register+0x1e/0x20
The simple change of API to set devlink device in the devlink_alloc()
instead of devlink_register() fixes all this above and ensures that
prior to call to devlink_register() everything already set.

Devlink port already has pointer to the devlink instance and all API
calls that forward these devlink ports to the drivers perform same
"devlink_port->devlink" assignment before actual call.
This patch removes useless parameter and allows us in the future
to create specific devlink_port_ops to manage user space access with
reliable ops assignment.

Trivial conflicts in net/can/isotp.c and
tools/testing/selftests/net/mptcp/mptcp_connect.sh
scaled_ppm_to_ppb() was moved from drivers/ptp/ptp_clock.c
to include/linux/ptp_clock_kernel.h in -next so re-apply
the fix there.

When auxiliary bus autoprobe is disabled and SF is in ACTIVE state,
on SF port deletion it transitions from ACTIVE->ALLOCATED->INVALID.
When VHCA event handler queries the state, it is already transition
to INVALID state.
In this scenario, event handler missed to delete the SF device.
Fix it by deleting the SF when SF state is INVALID.

When a SF is inactivated and when it is in a TEARDOWN_REQUEST
state, driver still returns its state as active. This is incorrect.
Fix it by treating TEARDOWN_REQEUST as inactive state. When a SF
is still attached to the driver, on user request to reactivate EINVAL
error is returned. Inform user about it with better code EBUSY and
informative error message.

Device has SF ids in two different contiguous ranges. One for the local
controller and second for the external controller's PF.
Each such range has its own maximum number of functions and base id.
To allocate SF from either of the range, prepare code to split into
range specific fields into its own structure.
