Introduce __mt76u_init unitility routine and move mt7615 usb bus ops
into mt7615 module in order to allow specifying driver specific
parameter.
This is a preliminary patch to add usb support to mt7921 driver.

This improves performance by allowing the scheduler to move the tx scheduling
work to idle CPUs. Since tx scheduling work is very latency sensitive and
kept short via AQL, sched_set_fifo_low is used to keep worker priority above
normal tasks

mt76 driver had major conflicts within mt7615 directory. To make it easier for
every merge wireless-drivers to wireless-drivers-next and solve those
conflicts.

On usb device rate configuration for sampling is performed relying on a
workqueue since it is not possible to access the device in the interrupt
context. Move the configuration of the probe_rate flag in the workqueue
in order to keep probe sampling in sync with actual rate configuration

mt7663 firmware v2 is used for embedded devices since it has more completed
features in AP mode.
Add the capability to specify which firmware load first (v3 or v2)
using prefer_offload_fw kernel parameter and fallback to the other one
if the selected firmware fails to load
