Rewrite to skel and ASSERT macros as well while we are at it.

- replace -f with -A to make it work with busybox ping.
-A is available on both busybox and iputils, from the man page:
On networks with low RTT this mode is essentially equivalent to
flood mode.

Current max cgroup storage value size is 4k (PAGE_SIZE). The other local
storages accept up to 64k (BPF_LOCAL_STORAGE_MAX_VALUE_SIZE). Let's align
max cgroup value size with the other storages.
For percpu, the max is 32k (PCPU_MIN_UNIT_SIZE) because percpu
allocator is not happy about larger values.
netcnt test is extended to exercise those maximum values
(non-percpu max size is close to, but not real max).

Nearly every user of cgroup helpers does the same sequence of API calls. So
push these into a single helper cgroup_setup_and_join. The cases that do
a bit of extra logic are test_progs which currently uses an env variable
to decide if it needs to setup the cgroup environment or can use an
existingi environment. And then tests that are doing cgroup tests
themselves. We skip these cases for now.

Using localhost requires the host to have a /etc/hosts file with that
specific line in it. By default my dev box did not, they used
ip6-localhost, so the test was failing. To fix remove the need for any
/etc/hosts and use ::1.
I could just add the line, but this seems easier.

We have some tests that assume create_and_get_cgroup returns -1 on error
which is incorrect (it returns 0 on error). Since fd might be zero in
general case, change create_and_get_cgroup to return -1 on error
and fix the users that assume 0 on error.

This commit adds a bpf kselftest, which demonstrates how percpu
and shared cgroup local storage can be used for efficient lookup-free
network accounting.
Cgroup local storage provides generic memory area with a very efficient
lookup free access. To avoid expensive atomic operations for each
packet, per-cpu cgroup local storage is used. Each packet is initially
charged to a per-cpu counter, and only if the counter reaches certain
value (32 in this case), the charge is moved into the global atomic
counter. This allows to amortize atomic operations, keeping reasonable
accuracy.
The test also implements a naive network traffic throttling, mostly to
demonstrate the possibility of bpf cgroup--based network bandwidth
control.
