drm/msm/gpu: Add devfreq tuning debugfs
Make the handful of tuning knobs available visible via debugfs.
v2: select DEVFREQ_GOV_SIMPLE_ONDEMAND because for some reason
struct devfreq_simple_ondemand_data depends on this
