ARM: mxs: move icoll driver into drivers/irqchip
Move icoll.c into drivers/irqchip as irq-mxs.c, and along with the renaming, change the driver to use IRQCHIP_DECLARE. Signed-off-by: Shawn Guo <shawn.guo@linaro.org>
