Remove MAYBE_BUILD_BUG_ON
Now BUILD_BUG_ON() can handle optimizable constants, we don't need MAYBE_BUILD_BUG_ON any more. Signed-off-by: Rusty Russell <rusty@rustcorp.com.au>
