Remove orphaned CONFIG_PRINTK_SAFE_LOG_BUF_SHIFT
After the commit 93d102f094be9beab2 ("printk: remove safe buffers"), CONFIG_PRINTK_SAFE_LOG_BUF_SHIFT is no longer useful. Remove it.
