Line numbers in code snippets in rcubarrier.rst have beed left adjusted
since commit 4af498306ffd ("doc: Convert to rcubarrier.txt to ReST").
This might have been because right adjusting them had confused Sphinx.
The rules around a literal block in reST are:
- Need a blank line above it.
- A line with the same indent level as the line above it is regarded
as the end of it.
Those line numbers can be right adjusted by keeping indents at two-
digit numbers. While at it, add some spaces between the column of line
numbers and the code area for better readability.

The "Answer" parts of QQs divert from proper format of definition-lists
as described at [1] and are not rendered as such.
Adjust them.

CONFIG_PREEMPTION is selected by CONFIG_PREEMPT and by CONFIG_PREEMPT_RT.
Both PREEMPT and PREEMPT_RT require the same functionality which today
depends on CONFIG_PREEMPT.
Update the documents and mention CONFIG_PREEMPTION. Spell out
CONFIG_PREEMPT_RT (instead PREEMPT_RT) since it is an option now.

Convert rcubarrier.txt to rcubarrier.rst and add it to index.rst.
Format file according to reST
- Add headings and sub-headings
- Add code segments
- Add cross-references to quizes and answers
