The dm root node is needed early in the spl to allow the timer to be
used. This change calls spl_early_init to initialize the dm root node.

At present panic() is in the vsprintf.h header file. That does not seem
like an obvious choice for hang(), even though it relates to panic(). So
let's put hang() in its own header.

By default the configuration of the PMC is to have an external crystal
connected that requires driving on both XIN and XOUT pins.
The bypass configuration means that only XIN will be used, the SoC will not
do any driving, and the XIN needs to be provided with a proper signal.
This is the MOSCXTBY bit in the PMC main clock generator register.
The SPL needs to properly initialize the PMC registers before switching
to external clock signal and raising the clock to the cruise speed.
Also created Kconfig for this specific configuration.
By default this is disabled.

Convert the Watchdog driver for AT91SAM9x processors to support
the driver model and device tree. Changes "CONFIG_AT91SAM9_WATCHDOG"
to new "CONFIG_WDT_AT91" Kconfig option.

- spl_board_init is empty on smartweb so drop that function
- When CONFIG_AT91SAM9_WATCHDOG is set we do not disable the watchdog in
SPL and instead let full U-Boot handle it. Instead of an empty
function just do not call a function.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

We have a large number of places where while we historically referenced
gd in the code we no longer do, as well as cases where the code added
that line "just in case" during development and never dropped it.

As said in 29.5.7 section of SAMA5D2 datasheet, before switching to
the crystal oscillator, a check must be carried out to ensure that
the oscillator is present and that its freqency is valid.

The SAMA5D2 has a second internal SRAM that can be reassigned as a L2
cache memory.
Make sure it is configured as a L2 cache memory when booting from a SPL
image.

To facilitate changing lowlevel_init to become s_init, move the current
contents of s_init into board_init_f and add the rest of what
board_init_f does here.
In order to compile clean without CONFIG_SKIP_LOWLEVEL_INIT set, leave an
empty stub of s_init(). It can be removed when lowlevel_init becomes s_init.
