Now that new SPI NOR layer uses stateless 4 byte opcodes by default,
don't enable SPI_FLASH_BAR. For SPI controllers that cannot support
4-byte addressing, (stm32_qspi.c, fsl_qspi.c, mtk_qspi.c, ich.c,
renesas_rpc_spi.c) add an imply clause to enable SPI_FLASH_BAR so as to
not break functionality.

SF_DUAL_FLASH claims to enable support for SF_DUAL_STACKED_FLASH and
SF_DUAL_PARALLEL_FLASH. But, in current U-Boot code, grepping for above
enums yield no user and therefore support seems to be incomplete. Remove
these configs so as to avoid confusion.

Enable ISSI flash for platforms. Xilinx reference boards are also used
internally with different flash part to increase coverage that's why
enable also ISSI parts for all these boards even if that board is
released only with one part.

There is no reason to have huge space for variables because none is
using that. But there are some which are setup automatically.

Wire up mini_qspi SPL with zcu102 for testing purpose.
Normally mini u-boot runs with FSBL/SPL for certain board.
Enabling SPL and configuration from zcu102 helps with testing.

We have the following cases:
- CONFIG_NR_DRAM_BANKS was defined, migrate normally
- CONFIG_NR_DRAM_BANKS_MAX was defined and then used for
CONFIG_NR_DRAM_BANKS after a check, just migrate it over now.
- CONFIG_NR_DRAM_BANKS was very oddly defined on p2771-0000-* (to 1024 +
2), set this to 8.

Mini targets are using different ENV_SIZE then standard one that's why
defconfigs should be updated to simplify config files.

Add configuration files/dtses for mini u-boot configuration
which runs on smaller footprint of internal memory. This
configuration has only required qspi flash support and it
uses DCC as serial.
