meta-facebook: yosemite4: update fan table
Description:
Set feed forward gain to 0 to disable feed forward feature for the
temperature sensors.
Set the integralLimit_min and integralLimit_max so the integral value
won't be zero.
Test Case:
1. Check fan control service is functional.
