cpumask: remove cpumask_t from core
Impact: cleanup struct cpumask is nicer, and we use it to make where we've made code safe for CONFIG_CPUMASK_OFFSTACK=y. Signed-off-by: Rusty Russell <rusty@rustcorp.com.au>
