The metadata common to all IBM systems is confusingly split between
meta-ibm and meta-witherspoon. Move everything to meta-ibm.
The meta-ibm README is re-written to more accurately reflect the scope
of the layer.
Allow the configuration samples (bblayers.conf.sample,
local.conf.sample) to be sourced from either meta-ibm or
meta-witherspoon until such a time that any workflows and tooling have
had the opportunity to move to meta-ibm.

1. Add dcmi config
2. Add channel config : mihawk has 2 ethernet interfaces
Tested: 1. Verify ipmitool dcmi commands work ok on mihawk
2. Ran command : ipmitool lan print

Witherspoon has only one LAN interface which is channel number 1.
The json file provided by the phosphor layer has channel information
for two LAN interfaces. The phosphor layer config file is modified to
mark the channel number 2 as reserved.

Use an override in bbappends in meta-witherspoon as described and
recommended in the "following best practices when creating layers"
section of the the Yocto development tasks manual.
ibm-ac-server represents common machine configuration shared by all of
IBMs "Accelerated Compute" class of servers. Apply it wherever any
variables are un-bounded by any override.
This enables more flexible use of meta-witherspoon in build
configurations, and easy addition of machines to the layer.

The phopshor-ipmi-config provider witherspoon-ipmi-config is removed to use the
default configuration files. cipher_list.json and dcmi_cap.json for the
witherspoon is the same as the default configuration file. dcmi_sensors.json,
dev_id.json and power_reading.json is specific to witherspoon. do_patch
populates the aux field in dev_id.json for witherspoon.
