All implementations use phosphor-led-manager for hosting the LED Groups
and the services `obmc-led-group-{start,stop}@.service` are in the
phosphor-led-manager recipe. Using mapper-wait calls is fairly
inefficient and has caused observable BMC boot-up performance issues
on large platforms like Yosemite4. Eliminate these mapper-wait calls
and use `xyz.openbmc_project.LED.Manager` directly.
