dump: Add ramoops service
- Create a new package for the ramoops service and only load it once
when the debug-collector daemon starts
- Fix openbmc/phosphor-debug-collector#15
Tested:
- Built obmc-phosphor-image and saw the ramoops-monitor run
successfully.
