meta-amd: Add srvcfg-manager application for IPMI SoL
'phosphor-net-ipmid' application now requires
'xyz.openbmc_project.Control.Service.Attributes' interface for the SoL
functionality to work correctly.
This interface is provided by the 'srvcfg-manager' application,
therefore include it to the build.
